Only if the invoice or contract transfers the rights. In the US the designer owns the copyright until it is assigned in writing. Most logo projects transfer full rights on final payment; put that sentence on the invoice. Keep the right to show the work in your portfolio.
Two rounds per deliverable is the common standard, three for logos, with extra rounds at a stated rate. Write the number on the proposal and repeat it on the invoice; clients respect limits they have seen twice.
Yes, when the client needs their own license to use them (fonts in their templates, stock in their ads). Bill them as pass-through at cost or name the license so the client buys it. A font licensed to you does not cover the client's printer.
Deposit on signing (commonly 40–50%), a payment at concept approval, the balance on file delivery. Each invoice names the stage and shows the payments to date; the final one carries the rights transfer sentence.
Design services are generally not subject to sales tax, but tangible deliverables (printed pieces) and in some states digital files are. Separate printing from design fees and check your state's rule on digital goods.
